what's the different between user and Collaborators

what is the roles for each of them?

In simple words:

 

Users or external users are paid licences with full access.

Collaborators are free licences with some limitations.

Do the collaborator's use up seats - you just don't pay for them?

Hi Kyleigh Fox, welcome to the Community. As stated in our Help Center: Collaborators don’t take up paid user seats, but there's a limit on how many collaborators you can invite into your account. You’ll get 20 collaborator invites or 15% of your license count (whichever is greater) with no additional charge included with your subscription. If this is not enough, please speak with your Wrike representative to discuss other options.
