I do not have the option to reactivate or deactivate users anymore
I have followed all support guides, but when I click on a user to deactivate or reactivate i cannot scroll down past delete and cannot see any activate or deactrivate button

Hi David Barber the most common cause for this is that your plan doesn't include this possibility. In these articles from the Help Center it says the options to deactivate and reactivate users are available on the Enterprise plans only:

If you happen to have these options before, maybe your plan was downgraded. But I suggest you talk to your Account Manager or the Support Team to check if this is really the case here.
