Form, Start and End Dates

Is there a reason the end date does not increment to limit entry past the selected start date on the form?

Currently on form entry, if the start date is set past the current month, when you select the end date you have to increment the month manually. Not to mention allowing the days themselves to be selected prior to the start date.

I and consistently getting requests entered with end dates that are earlier than start dates as the user assumes this function exists as with most web forms.
