Individual permission levels for tagging/untagging?

I love the Available Permission Levels article; however, I wish there was a way to customize those three Full, Editor, or Limited options as well. For example, some people need to be able to edit the custom fields but shouldn't be able to assign/unassign people...can customization be included in these fields?

HI Julia, firstly, it's great to hear you're getting good use out of the available options.
 
For your request, you might also be interested in reading and voting for Stacey's post about user permissions. 
 
I would also like to point out that Collaborators do not have the ability to assign/un-assign so this might be an option you could utilize. I do understand from your post that you're looking to add further customizations for limiting permissions for regular user licenses.

I'll do some research into the Collaborators option; as of now, all staff are labeled as Regular Users.
