I am not the owner of the workflow I'd like to retrieve from the API endpoint, so the workaround (making the space workflow into an account workflow) will not work for me.

Is adding space workflows to the workflows API endpoint on the roadmap for 2024?

Here's the reply from our Support team:

Currently, API supports only the Account Wide Workflows and it is not possible to retrieve Space Workflows using Wrike’s API call to the workflows endpoint. We are planning to make API support Space Workflows, however, there is no ETA yet. Here are 2 options you can try:

1. Convert Space Workflow to Account Workflow. It can be done by the Space Admin who is also the Account Admin. 
2. Retrieve Space workflow using statuses. To do this, you can create tasks in each status of the Space Workflow and then use GET /tasks?permalink={taskPermalink} to get customStatusId's. Here is an article about finding permalinks in Wrike.

It's important to note that this is not an official method. Although it is functional at the moment, we can't guarantee that this solution will remain unchanged in the future.

+1 on this. Hoping we can see an update to the API that will allow us to call Space workflows 

+1, I do support on this as we are enabling the business to have more autonomy on the solution at Space level while not impacting others as Space admin, so we can take out platform level access right for most of the admininstrators. This Space Level Workflow restriction on API is just not aligned with the strategy and looks like a step back on this approach.

+1 from our side too. Why is this API call artificially restricted? Not being able to get space defined workflows, enforcing the need to make it an account wide workflow, creates an absolute mess for larger enterprises.

We really need to have the possibility to get the space workflow as changing them into account workflow is impossible due to our organization.
