Add to review not sending notifications to assignees

When adding new files to review, Wrike auto populates assignees based on last review cycle (which is great) but does not send a notification. Assignees have to be removed and the added back to trigger a notification.

Also why doesn't a red dot and number appear next to a Wrike inbox when an assignee is added to review?
