Adding a universal notification banner
Would be great if an admin can add a notification banner similar to when it shows there will be a WRIKE update where it may not be available for certain hours etc
It could be as simple as "Creative Services is in an offsite, requests will be reviewed next business day"
Or since we receive an influx of requests in NCAA Athletics
"Football kickoff has begun, reminder to submit all requests promptly, allowing for buffer"
