Via the API, how do I send an email to requester as a comment like you can in the web UI?

Hello,

I need to be able to send an email to the requester using the API. I've attached a screenshot of how that's available in the web UI. 

I didn't see anything in the API documentation that would allow this but I'm asking here in case there might be something that I missed.
