Automation Rules for Mass Actions

We have the need to notify our AppDev team any time an upstream action causes a date shift in AppDev.  We have AppDev tasks accounted for through a custom field.  Currently, automation rules cannot be applied to "mass actions" such as date movement from upstream dependencies.  We need to be able to create an automation rule that:

1. For all tasks with a custom field identifying AppDev

2. Logs date movement in the task comment stream for every date movement, including (especially) predecessor or predecessor's predecessor movement

3. @ mentions assignees when date movement occurs (especially when it occurs because of an upstream dependency movement)
