Collaborators and Assigning Tasks to Themselves

Curious if it's possible to allow Collaborators to assign tasks to themselves. It would be a limited permission, they wouldn't be able to take someone off of a task or assign it to someone else, just to themselves. 

Our team uses a lot of external forms that go into projects with multiple people, so assigning tasks out to them needs to be done either by myself, or their managers. 

I know it's asking for more things for a free license, but it's a small permission.
