You can't drag and drop within the Folder/Project panel (which means that you can't drag and drop to order Projects). Dekker actually requested this functionality and it would be great if you could pop over to that thread and +1 the request (we use votes when reporting on feedback to our Product Team).
You can however reorder tasks within a Folder/Project on the List View. To do that just switch to the List View, make sure you're sorting by priority, and then you can start moving tasks around. This is a way to prioritize tasks across a team - so the order you put tasks in is the order that everyone will see tasks in if they open that same Folder.
