"Add assignee" search should translit non-ASCII characters to ASCII characters

It is common for users to search for things using ASCII-only alphabet without any diacritic marks.

My teammates can't assign me to a task looking for "lude" but they need to use "ludě" to find me. This is not that big problem for Czech speaking people but I doubt that English or German speaking users can write "ě" on their keyboard easily (and our team is indeed multilingual).
