Licensing - Workload

We are a small company and just considering moving from the Free package to the business package and i would love to use the workload feature (I have tested it and think its one of the nicest resource features out there).  However, I was annoyed to find out that to use this i would have to pay for each of my developers and marketing guys, even though that wouldn’t use this.  

 

Does anyone have the same issue or just myself?  or is there a work around ?
