Is there a way for two people to receive an email when a form is submitted?

Dont think so, asked about this not long ago, would be very nice feature though.

I think the only option now is setting up for instance Zapier to do this.

Jørgen's right, there's no sound alert. However, when a form is submitted, the requester (internal or external) will receive an email confirmation with the details of their request. 
 
When creating the form, you can also add an assignee from your team to each Request form (see screenshot below) so that they're automatically notified that they have been assigned. When a request has been made they'll be notified by email that they've been assigned to the request - once they have this option activated in their email preferences 👍
