"Operation is not allowed due insufficient user rights or account license limitations" is returned when accessing the BI Export despite having an Enterprise (base) license

Getting "Operation is not allowed due insufficient user rights or account license limitations" is returned when accessing the BI Export. Our license is a legacy one 'Enterprise Base' but from the documentation even legacy enterprise should be able to access BI Export
