Dashboards are only available for paid accounts.
If you already have that, the best way to start is to just click on the "Dashboard" option in the upper navigation bar in your workspace, add a new dashboard and start adding widgets.
In my experience, playing around with the different options for widgets (i.e. creating many different test widgets and see what each one looks like) helps a lot to realize what you want out of your dashboards, as seeing the different options helps envision what you want to use your dashboards for.
Of course, there's much to be said about finding your perfect dashboards (there is a whole webinar dedicated to the subject, which you can find on this page), but I hope this helps as a starter.
