A role between collaborator and external user?

I'm new and having trouble understanding the overall workflow of Wrike when it comes to clients. The options feel very extreme.

Collaborator: wallflower who can leave comments. Their request form submissions don't even go into their project. Good in some cases. 

External user: full user - can create tasks and set deadlines and assign tasks. I wouldn't even want all my employees to have this much power - much less a client.

Is there a way to give someone the ability to submit work (new task or request) to a project but not give them administrative control over the whole thing?

Is there a way to convert comments to tasks? 

Basically, I want clients to have real input (think bug submissions) but no admin control over my process.

Hi Josh,

You may want to look at how you have your request forms set up. You can ask questions and have dependant actions based on the answers to those questions.  You could have tasks created in the right projects based on those answers.   

You can even have external request forms that clients or employees who have no permissions at all submit the request form using a link.

Have you tied any of those?
