Permission to Assign Assignees Based On Group or Job Role

We use Wrike through the entire company, across numerous VERY different departments. It'd be nice if regular users were only able to assign tasks/projects to people that are within their "Group" or "Job Role". We have issues where some departments don't go through the proper channels for new projects and just create them and assign them to other departments, so we'd like to make it where they don't even have that option to assign across departments.
