What is "Lock project" ?

Hello, 

I can't find any information on what "locking and unlocking" dates of a project mean. Does this set hard dates in which the project can be worked on? And why, do I get a message saying "Locked project for Nov 29 – Dec 5" but not when unlocking? It is confusing to understand whether the project has been successfully unlocked or not.
