Custom Status Assigned to User

Is there any way to only allow certain users to use certain custom statuses? For example, I have collaborators that only work on let's say content. So I would want them to use the custom status that is meant for an approval process. However, even as a collaborator, they have access to all of the available statuses. 

 

Furthermore, is there anyway to have a custom status trigger a dependent task? Going along with this same example, if they mark their task as pending review, then this should trigger a task or an email to the reviewer or project manager. I know one work around would be to set the "Pending Review" status as a complete status. I am open to any suggestions on how anyone handles tasks that need reviewing.
