If I understand your first question right, the answer is no, but there is already a request for it that you can upvote: Shorter Job Numbers or shortlinks
As to your second question, according to the info found here, task IDs are only visible on the table view, and on the task view. It's also possible to search by task ID, but there seems no way to see the ID in any other views. If you really need this feature, I suggest posting a request in the product feedback section
