Download (PDF) reformatted

Hello, we have a strange situation with a couple of users.  Within a task, they have multiple files attached.  The files in question are PDFs. When they download the file (final version) the format of the file is changed.  For example, they recently downloaded a pdf and every page was rotated to the left.  You would have to tilt your head to read it.  I attempted to repeat issue however, I am unable to as the file downloads as expected.  In preview mode, it appears correct too.   Any idea why this might be happening?  I have opened a ticket as well but curious if anyone has run into this issue.
