@Assignment to groups is not displayed completely

For a better overview, the groups are organized hierarchically. See example.


This means that the right in a project is only assigned to group I-Industrie.
Now the following problem occurs:

If a user from group I-Industrie (Editor) wants to mention a department in the task of a project (I-Auftragsabwicklung), this group is not offered to him. However, I as admin get it offered. Only when I add the group I-Auftragsabwicklung to the right-structure this group is suggested again.
The solution cannot be that I have to list the subgroups again separately in the rights structure. It looks more like a rights problem to me, as I can see the subgroups as an admin without any problems.
