Option for certain status to require a date if it does not have one already

We have a "proposed" status which doesn't require any dates.  If it is changed to another active (i.e. in progress) status, it would be very helpful to require a date be entered for the new/changed status.  It's hard to get people to remember to put dates on things when it is so easy to alter a status to another one, if that other status really should be date-driven.
