Deleted files that have been marked up

I deleted files by accident. How do I recover them?

They are not showing up in the recycle bin. It was about 2 hours ago.

I also deleted a file that needs to be recovered. I see that others have done this, but there is no posted resolution. Is there a way I can recover a deleted pptx file?
