Set exact dates using predessors

Is there a way to set exact dates for tasks using predecessors? I have a 1st task that all other tasks are dependent on and must occur on an exact number of days after it. By using dependencies all dates will shift when I move the 1st task. However it is still possible to move an individual task to a later date which is not allowed and could easily be done by mistake
