As I recall from reading the Wrike support article Building Blocks: Tasks, Folders, and Project,
Tasks have an author and assignees, not owners
Projects have an author and "Owners"
Folders have no attributes
Comparing these to your request, it seems like you are looking for a way to filter projects according to their owners. There does exist a Project widget for dashboards that allows filtering according to project owners. You can set the "owner" filter to work according to a specific user, to unassigned, or to the current viewer (different for each person looking at it).
