API silently fails to add some contacts as a follower

I am using the API to create tasks. There are some contacts that don't get added as a follower, even though I am passing a valid contact ID. I thought it might be only Collaborator roles, but I tested with one that did add OK. There are a couple Collaborator users it will not add. The response from the server showed no error or warning. Ideas?
