Error when using v4 api to create task

For the past year or so we have been programmatically creating wrike tickets making a post (with the necessary data) to the following endpoint with an authorization token in the header :

We are now receiving the following Error when this call is made:

"Operation is not allowed due insufficient user rights or account license limitations"

can you tell me what the issue is?
