High level file library

It would be great if uploaded files were not locked to the task they are uploaded to.  If, when uploading a file, there was the option to add it to a library that was associated with the folder or project so that the file could be added to multiple tasks without needing to upload it again.  We often will have files in multiple tasks that need client review, and will create a task that is just for review of those files, but we need to upload them again to add them to the task.  If there was an "attachments" option, like when adding a file to the description, when adding a file to a task that looked to all the files for that folder or project, that would be amazing!
