"Project Creation" mode (e.g. don't send notifications when I assign resources during Project creation!)

Hi,

a flag to keep a project in a "project creation mode" would be very welcome.

In practice,I would like to be free to play with a draft project assigning resources (without annoyng them with emails during this phase), having milestones moving automatically at the end of tasks, etc. until the project becomes "official"..
