Allow reordering of first status

The first status in Active and Completed cannot be reordered. This means that if you create the wrong status first in a Custom Workflow or if you later realize you want a new status to be the default status there is no way to fix this other than renaming, which is a terrible work-around if the workflow is already in use (because you have to go edit every existing task that's in the first status). The justification for this behavior in the documentation is that there must always be one status in these groups. That is only a justification for preventing the removal of a status if it is the only status in the group. It is not a justification for not being able to reorder, and it's not even a justification for preventing the removal of the first status since the second status could simply move up to become the default. It sounds like a level of indirection is missing, creating this unnecessary and very annoying limitation. Please fix the code to allow reordering of all statuses including the first. I doubt I'll make the mistake again of defining the wrong status first, but I may well later want to refine my workflow and add a new initial state.

+1 for this critical functionality! I need to add a new status to the first position of the "Active" section of a custom workflow. As Robert mentioned above in 2022, the only workaround is to rename the first status and then manually update all of the existing tasks associated with it. I get the logic behind preventing people from removing all statuses within "Active", but couldn't it throw an error when someone tries to save? As a user, I would expect that to be the system behavior. This is the second time we've needed to add a new first status to the "Active" section of a custom workflow.
