Filter tasks by Project status

We have projects that we are deferring to a later date. What we'd like to be able to do is to preserve the status of the tasks of the project exactly as they stand when the project is deferred and simply change the project status. 

The problem we're running into is, all of those tasks remain open and on dashboards and listed in the my to-do section, and emailed as overdue. This results in those features being far less useful than they should be. 

Can we please have a filter available that keys off the project status?  The logic would be if [TASK] is = {STATUS} AND [PROJECT] is = {STATUS} then display. Where those status would be independant choices.
