I can not find blueprints in Labs (where it is supposed to be enabled according to a youtube tutorial). Nor can I find it on my home page. I am on a business/ enterprise subscription as an admin and try to navigate on the web version. What do I not understand or see?

Blueprints has been officially released, so it's no longer a preview feature that needs to be enabled in Wrike Labs.
You can find it on your Wrike Dashboard, on the right-hand side, between "Shared with me" & "Recycle bin".
